    fcl-hash: fixed HOTPCalculateToken on non utf8 platform
    
    Backport of d383f6102d from main to fixes_3_2.
    
    The key was converted with TEncoding.UTF8.GetAnsiString, which changes
    bytes >= $80 when the system code page is not UTF-8. Copy the decoded
    secret bytes unchanged into a string instead.
